Nothing can be done to keep out diving football?

I noticed that in the States, diving completely turns people off the sport. Americans players call "grass fairies" because of permanent injury and complaining counterfeiting. FIFA is trying to crack down on diving or as criminals called "simulation" (jaja makes me laugh). But it's still very difficult for an umpire to see and he can not bring a lawsuit unless it is 100% secure. Also the line that divides a dive and a slip is very blurry and do not want to go to punish players who innocently slip at the wrong time.
