Where is the best place in North or South America to scuba dive woth Whale Sharks?

I beg to differ with the previous answer. Honduras, Belize and off the Yucatan are all whale shark hotspots with many scientific studies currently on the go and many tour operators taking people out. Chances are very good, that you’ll spot one if you’re around there between July and end of August.

Edit: I see someone decided to cut and paste a travel brochure. Why do people cut and paste and then not even give credit for the source? Maybe I’ll make that a question some day.
