Which is better in Miami or anywhere in the Keys?

I'd like to go on vacation in Florida and want to learn to dive for a reasonable price. Some of holidays are $ 500 in Miami (all included), diving courses are cheaper and there seems to be done. In the keys of his face that seems more there is less to do, but better quality water? I'm from New York, so no need to go out drinking and partying. I like to experience what is unique to Florida with diving. Any suggestions?

Definitely the keys … do not be fooled by the reputation, the keys have more to offer than just drink until you vomit (although they do offer that, yes).
