Vacation Puerto Rico/Jamaica?

Sometime after we get our taxes back, my husband and I wanted to go on vacation. Puerto Rico and Jamaica were both options. What we would like to know is where is the best place to go for a couple on a budget for fun. Not nightclubs- more like snorkeling, scuba diving, learning to surf, and just be outdoors trying new things. Any ideas for the best locations?

Been to Jamaica and Puerto Rico and liked them both. If you are stuck on these two places, I would do Puerto Rico first. One, it feels safer and is part of the USA so if your not a seasoned traveler out of the USA, this would be a great place. I also think you should consider the US Virgin Island and if you want fantasic snorkling, a real clean and safe island, do Grand Cayman.
