I found a sick pigeon racing? was severely Dehydrators, and exhausted.?

I did my best to help, but died overnight. I would like how can I find the owner, because this is a pigeon pedigree. I am in South Africa, and the ring on his leg has a number of SA in it. Do walking clubs keep the pigeons by computer, or manually? If someone in SA is a member of such an important club or forum, can you please contact me? Grateful any assistance.
