We saw these tiny birds diving in ocean waves during our last cruise. What are they?

They are very small; they skip over the water for a while and then dive under. They were very quick and looked kind of white. We were in the Caribbean near Costa Maya when we saw them.

I know that sand pipers are little white birds that are near the shore. Haven’t ever heard of them being in the ocean and diving under the water though. I know that seagulls and pelicans sit in the water and dive in the ocean to get fish, but they aren’t really that small.
